 On a dark and stormy day, the clouds gather above the stark silhouette of
Trieste's war memorial. Behind it the city's suburbs sprawl out across the
limestone hills. In the far horizon the Slovenian border runs along the
hilltops, emphasizing just how much of a frontier city this is.
